An integrated approach to mental health must include an examination of housing needs and resources for at-risk populations.

Housing services are limited to Section 8 and Shelter Plus Care. Shelter Plus Care is only open to clients who are homeless. Priority is given to clients who are chronically homeless. HUD defines chronic homelessness as being homeless for more than a year or four incidents of homelessness in three years.  To be considered homeless a person must be sleeping in a place not intended for human habitation or in a homeless shelter. Staying with family or sleeping on a friend's couch is not considered homelessness.
